Does the Armor penetration % stack for bow mod, horn bow types?

e.g.
bow mod (20%)+horn bow (10%) = 30%

Remember that they upgrade is a % chance, like 20% chance of 20% armor penetration, or worse. So perhaps 1 in 5 shots gets that 20%.
